SEC. 12. And be it enacted, That the said com-

missioners, or a majority of them, be and they are here-
|
 
|
by empowered to pass all by-laws and ordinances ne-
|

cessary to give effect and operation to all the powers
vested in this corporation, to impose tines, penalties,

|
and forfeitures for the breach of their by-laws and or-
|
 
|
dinances; provided, that no ordinance of the said com-
|

missioners shall impose a fine, penalty, or forfeiture
|
 
|
for any one offense of more than ten dollars.
|
 
|
SEC. 13. And be it enacted, That if any person or
|

persons shall refuse or neglect to pay their taxes,

tines, and forfeitures charged against them by virtue

of this act, it shall and may be lawful for said com-

missioners to collect the same, in the same manner

and with the same cost that taxes are generally col-

lected in said county.

SEC. 14. And be it enacted, That the County Com-

missioners of Caroline county be and they are hereby

who shall not reside more than two miles from the

limits of the said town of Hillsborough, who shall

qualify as other constables, and duly perform the

functions of said office ; provided, that he shall at all

times be subject to the order of the Board of Town

SEC. 15. And be it enacted, That all taxes, fines, for-

feitures and penalties imposed by the said com-
