to vote therein, and for what cause, under the Con-

 

stitution and Laws of this State, as the case may be,

 

and to register the name of every person who shall

 

apply to said officers to be registered as a qualified

 

voter, who shall satisfy them that he possesses, or

 

before the day of election next ensuing will possess

 

the requisite qualifications under the Constitution of

 

the United States, and the laws made in pursuance

 

thereof, and of the Constitution of the State of Mary-

 

land, the qualifications of age, citizenship and resi-

 

dence, and is not disqualified under the provisions

 

of the second and third sections of the first article of

 

the Constitution; provided, however, that before
