1412 JOURNAL OF PROCEEDINGS [Apl. 4,

Article 21, of an Act entitled an Act to create State Banking
Institutions and to enable the several Banks of this State,
(State and National,) to avail of the provisions thereof,
passed at January session, 1870, chapter 206, and to impose
a tax on the issue of notes put in circulation by State Banks
and Banking Institutions,

Mr. McColgan, acting Chairman of the Committee on the
Judiciary, submitted the following

REPORT.

The Committee on the Judiciary, to which was referred
the Resolutions introtuced by Mr. Koons, of Frederick, re-
spectfully report that a petition embracing the same subject
having been referred to this Committee and acted upon by it
early in the session of this present House, and the effect and
operation of the word "white" in the Constitution of this
State having been substantially abrogated and annulled by
the adoption of late amendments to the Constitution of the
