So the motion prevailed, and the bill was substituted for
the unfavorable report.

Mr. Wier, Chairman of a Select Committee, reported un-
favorably,

The bill entitled an Act to suppress intemperance and to
permit the voters of Allegany county, in the State of Mary-
land, to vote on the question of granting licenses to sell intox-
icating liquors.

Mr. Park moved to substitute the bill for the unfavorable
report.

The motion was rejected, and the unfavorable report
adopted.

Mr. Koons submitted Joint Resolutions in relation to the
word "white," as it exists in the Constitution of this State.

Mr. Gill moved that the Resolutions be referred to the
Committee on the Judiciary.

Mr. McWilliams moved, as a substitute, that the Resolu-
tions be referred to the Committee on Colored Population.

The question being upon the substitute,
