SEC. 5. And be it enacted, That the sum of three thousand
dollars, part of the revenue derived from said licenses, shall
be paid annually by the Treasurer, upon the warrant of the
Comptroller, to the President or other proper officer of the
Inebriate Asylum, to be expended in the support of indigent
persons committed to said Institution or accepted therein.

SEC. 6. And be it enacted, That this Act shall take effect
from and after the first day of May next.

Which were considered.

Mr. McColgan, Chairman on the part of the House, of the
Committee of Conference, on the Senate bill entitled an Act
to legalize the organization of the Parkton and Manchester
Rail Road Company, submitted the following

BEPORT.

The undersigned, a Committee of Conference, appointed to
adjust the disagreement between the Senate and House of
Delegates, upon Senate Bill No. 25, entitled an Act to legal-
ize the organization of the Parkton and Manchester Rail
Road Company, respectfully report, that they have agreed to
strike out the amendment inserted by the House of Delegates,
and substitute therefor the following, and recommend the
adoption thereof by their respective Houses.

I agree with the majority of the Committee, in thinking
the proposed amendment should be addedj but do not concur
with them in striking out the amendment offered in the
House to said bill.

AMENDMENT PROPOSED.

Provided, That nothing in this Act contained shall be
construed to render valid any subscription to the capital
stock of said Company, or any promissory note or writing
obligatory given, therefor, which was obtained by fraud
or any material misrepresentation as to the amount of
prior subscriptions to said Eailroad, or as to the amount of
prior subscriptions to the capital stock of said Company.
