been under instruction in vocalization, and the Committee
had the pleasure of hearing deaf mutes speak intelligibly.
A general tone of happiness seemed to pervade all the classes,
giving evidence of the kind system of government prevalent
in an Institution that is about to bear such abundant fruits
for the money and labor spent upon it, by making intelligent
and useful citizens of the State, out of those who would other-
wise be obliged to be passed through life in absolute igno-
rance, as burdens upon the community.

The Board of Visitors, however, represent the necessity of
speedily erecting the third section of the building, which will
complete the original plan, and insure the best sanitary con-
ditions for its inmates, and will enable them to separate the
sexes. The Committee believe the appropriation of the sum
asked to be reasonable and proper.

The House bill entitled "An Act to incorporate the Mechan-
icstown Town Hall Company, of Mechanicstown, in Frede-
rick county,"

With the following amendments :

AMENDMENTS PROPOSED.

Amend section 1, line 4, insert "associate" for "associates."
Amend section 1, line 8, insert "success" for "successa-
tion."

Amend section 1, line 15, insert "or" for "on."
