The Speaker decided that the motion, as made' by Mr.
Mr. Fenton appealed from the decision of the Chair.
"Shall the decision of the Chair stand as the judgment of Mr. Freaner demanded the yeas and nays. The demand being sustained, The yeas and nays were called and appeared as follows:
AFFIRMATIVE.
Bond, Koons, Joyce,
NEGATIVE.
Merritt, Coulbourn, Miller, . So the opinion of the Chair was sustained.
The question then recurring upon the motion to lay the
