On motion of Mr. Gill, (the rules being suspended,)

The House proceeded to the consideration of the bill enti-
led an Act to authorize the Academy of Music, of Baltimore
City, to issue bonds bearing an interest not exceeding six per
cent, per anum, and to secure the same by mortgage.

Said bill being upon a third reading,

On motion of Mr. Gill,

The vote by which said bill was ordered to a third reading,
was reconsidered.

Said bill being then upon a second reading,
On motion of Mr. Gill,

The further consideration therereof was postponed, and
said bill was referred to the Committee on the Judciary.

On motion of Mr. Freaner, (the rules being suspended,)
The House proceeded to the consideration of

The bill entitled an Act to amend section 8, of Article 4,
of the Constitution of the State of Maryland.

Said bill being upon a third reading.

Said bill was then read a third time and passed by yeas
and nays, (three-fifths of the members elected to the House
having voted in the affirmative, as required by the pro-
visions of Constitution, section 1, Article 14,) as follows:
