The hour having arrived for taking up the order of the
day,
The House proceeded to the consideration of the unfin-
ished business of yesterday, being
The bill entitled an Act to extend the limits of Baltimore
City, by including and annexing a part or portion of Balti-
more county in and to the said city, and to provide for tak-
ing a vote of the people residing in said part or portion to
be so annexed, for or against such annexation.
Said bill being upon a second reading,
Pending which,
Mr. Matthews submitted the following amendment:
AMENDMENT PROPOSED.
Strike out all of section 2nd, and insert the following:
SECTION 2. And be it enacted, That the County Commis-
sioners of Baltimore county shall appoint three Judges of
Election for each election district or portion of each district
or precinct to be annexed as herein provided, and the
County Commissioners for Baltimore county shall desig-
nate the place for holding said elections; and that
said, elections shall be held on the 5th day of May,
1874. The Judges of Election shall not receive the ballot of
any person whose name is not upon the Registration Books,
and they must be fully satisfied that each person offering to
vote does, at the time of offering to vote, reside within the
limits to be annexed, and that he has resided within said
limits six months; and it shall be the duty of the Judges of
Election to reject the ballot of any person offering to vote,
unless fully satisfied that he is entitled to vote upon the
question of annexation, and the Return Judges of said por-
tion to be annexed, as herein provided, shall certify the re-
sult of such voting to the Governor and to the Clerks of the
Circuit Court of Baltimore county and the Superior Court
of Baltimore City, and if the highest number of votes of
those voting for or against said annexation shall be for an-
nexation, then the said part of Baltimore county, within the
bounds and courses described in this Act, shall become and
constitute a part or portion of Baltimore City, and the Gov-
ernor shall issue his proclamation to that effect, and the in-
habitants thereof shall thenceforth enjoy all the rights and
privileges now held and enjoyed by the citizens of Baltimore
City.
