said city, and with said eastern limits to the centre of the
Williams Road. and with the said road to the Baltimore and
Ohio Rail Road, thence by a straight line with the centre line
of said Williams Road extended, to the Potomac Biver, and
thence by said river and Wills' Creek to the place of begin-
ning ; the sixth ward shall comprise all that portion of the
city south of the fifth ward and east of the Potomac Biver.

26. The Mayor and City Council shall appoint three
Judges of Election for each ward, who shall have power to
appoint clerks and conduct elections in all respects as elec-
tions for members of the General Assembly are required to
be conducted, opening the polls at nine o'clock in the morn-
ing and closing them at six o'clock in the evening, and the
said Judges and Clerks shall receive the same compensation
as Judges and Clerks of Elections in Allegany county, to be
paid by the said city.

27. The inhabitants of the city of Cumberland, resi-
dents thereof for one year previous to the municipal elec-
tions of said city, and qualified to vote for members of the
House of Delegates, shall, on the third Monday in May in
every second year, elect, by ballot, a person of known integ-
rity, experience and sound judgment, not less than thirty
years of age, ten years a citizen of the United States, and
five years a resident of said city next preceding the election,
and assessed upon the books of the Assessors, with real prop-
erty in said city, to the amount of one thousand dollars, to
be Mayor of said city of Cumberland.

28. The City Council shall consist of twelve members,
two from each ward of said city, who shall be citizens of the
United States, of the age of twenty-five years or upwards,
residents qf the city three years next preceding their elec-
tion, and at the time thereof residents of the ward for which
they are elected ninety days prior to their election, and
assessed upon the books of the Assessor to the amount of
three hundred dollars, and shall hold their office as herein-
after provided. The members of said City Council shall be
elected by the legal voters of their respective wards, and the
qualifications of the electors of said City Council shall be the
same as those of Mayor; And provided also, that each elector
shall be a resident of the ward in which he may offer to
vote, for not less than thirty days next preceding the election
at which he may so present his vote as an elector.

30. The said Council shall be divided into two classes:
The first class shall go out of office at the end of one
year from the first Monday in June following their election ;
and the second class at the end of two years from the first
Monday in June following their election ; the two members
from each ward shall determine by lot, at their first meeting
