The Senate bill entitled "An Act relating to Auctioneers'
in Baltimore county."
On motion by Mr. Blake,
Was laid over.
Mr. Blake presented the application of Dr. A .Trego Shert-
zer and Dr. Ridgaway Andre, asking for an appropriation,
for the purpose of establishing a Lying-in Hospital in the
city of Baltimore.
Which was read and referred to the Committee on Finance.

MEMORIAL.
To the Honorable
the General Assembly of Maryland:
The memorial of the Baltimore City Passenger Railway
Company respectfully represents:
That your memorialists became a chartered corporation un-
der the laws of the State of Maryland, on the 15th day of
January, 1862, and from that time to the present, have been
operating their line of street railways in the city of Balti-
more.
That during that period, they have paid out of their gross
receipts, under the provisions and requirements of their char-
ter, to the Register of the city of Baltimore, as a Park tax,
over one million of dollars, and. are now in arrears nearly one
hundred thousand dollars due and owing on account of said
tax.
That although the payment of this heavy tax, amounting
to one-fifth part of their entire gross receipts, together with
the cost of paving and keeping in repair the streets, the pay-
ment of licenses, State taxes, and other expenses, have not
allowed, at all times, the stockholders to receive interest or
compensation on their investment; nevertheless your memo-
rialists have struggled on under the burthen, hoping that an
increase of population, incident to a large and growing city,
would remedy the difficulties, and in the end, they could
hope for a fair return for their investment.
While these reasonable expectations would, no doubt, have
been realized in time, the intervening circumstance growing
out of the building and chartering of other Companies run-
