197. All bills or claims on account of the roads and bridges

shall be drawn on the County Treasurer, who shall pay said

 

amount out of the road funds placed to the credit of the High-

 

ways Commission as provided in the next preceding section

 

of this Act, and charge the said amount to the account of the
