which case it shall not be necessary to make other jurisdictional

 

agreements than the threatened breach of such rules or regu-

 

lations, and said courts shall have jurisdiction to grant such

 

injunctions on such allegations being made. A certified copy

 

of any such rules and regulations shall be deemed proper evi-

 

dence of the same in any of the courts of the State. The High-

 

ways Commission shall have all the powers and be subject to

 

all the obligations now vested in and imposed upon the County

 

Commissioners of Baltimore County by existing laws with

 

regard to granting of franchises or right in relation to the

 

public highways, avenues, streets, lanes or alleys of Baltimore
