than fifty dollars and no contract or agreement involving a

larger expenditure from the road moneys of the county and

no appropriation of money from the general road and bridge

fund for any purpose shall be allowed or made except by a

" majority vote of all the members of the commission at a regu-
|
 
|
lar or adjourned meeting ; all contracts, agreements, grants and
|
 
|
licenses made or entered into by the commission shall be
|
 
|
recorded in books kept for that purpose, which shall always
|
 
|
be open to the inspection of the public ; the original copies of
|
 
|
all reports to the commission and other papers not recorded
|
 
|
shall be preserved in the office, copies of such contracts, agree-
|
 
|
ments, grants and licenses recorded as aforesaid and of the
|
 
|
records of the proceedings of said Highways Commission,
|
 
|
when duly certified to by the secretarv of said commission,
|
 
|
shall be accepted as evidence in all the courts of this State.

General road
|
All office expenses, cost of books, necessary filing devices and
|

stationery shall be paid out of the general road and bridge fund

and placed to the credit of the commission as hereafter provided.

Tt shall be the duties of the members of said Highways Com-
|

mission from time to time to travel over and personally in-
|

spect the public highways and bridges throughout the county
|

and the work being done on the same, in order that they may
|
 
|
have so far as possible personal knowledge of the requirements
|
 
|
of the county in regard to road matters. Each of the County
|
 
|
Commissioners of Baltimore County shall be entitled to receive
|

the sum of six hundred dollars per annum, and no more, as

for extra
duties.

this Act, said sums to be paid said Commissioners in addition
|

to their regular salaries as County Commissioners, and to be

paid out of the general road fund of the county.

189. The said Highways Commission of Baltimore County
|

shall have general charge of and control over all the public

highways, roads, bridges, streets and alleys of the county;

and it shall be the duty of the said commission to keep the

same in proper condition of repair and reasonably safe for
|

public travel, and to that end exercise a general supervision
|

over the same throughout the county, and direct repairs and
|
 
|
improvements thereto whenever it shall deem the same ne-
|
 
|
cessary or advisable for the public convenience or safety. Said
|
 
|
commission shall have all the powers with respect to the
|
 
|
public highways of the county heretofore vested in the County
|
 
|
Commissioners or other officers charged with the proper main-
|
 
|
tenance of said highways, and in addition thereto shall have
|
 
|
all the powers hereinafter enumerated, and all such other and
|
 
|
further powers as may be reasonably implied from the nature
