71. All ordinances and by-laws heretofore passed by "The

town;" and all Acts of the General Assembly of Maryland,

 

heretofore passed, relating to or in any way affecting "The

 

Commissioners of the Village of Leonardtown," and not in-

 

consistent with the provisions of this Act, shall remain in force

 

and effect for "The Commissioners of Leonardtown" in the

 

same manner and to the same extent and purpose as if said

 

Act or Acts were now repealed and re-enacted so as to read in

 

lieu of the words "The Commissioners of the Village of Leon-

 

ardtown," the words, "The Commissioners of Leonardtown."

Quorum .

75. A majority of "The Commissioners of Lconardtown"

 

shall constitute a quorum for the transaction of business, and

 

in the absence of the president of their Board, the Commission-

 

ers present may appoint a member president pro tem., who shall

 

have all the powers and privileges, and be subject to all the

 

rules and regulations prescribed for the president.

device, token, note, certificate or evidence of debt to be used as
