by the election of one of the members of said commission as

chairman of said commission, who shall be removable at
|

pleasure by said commission, and shall receive such compensa-

|
tion as it may determine, not exceeding the sum of three thou-
|
 
|
sand dollars per annum, and shall preside over the meetings
|
 
|
of said commission and perform such other duties as are im-
|
 
|
posed upon him by this Act, or as may be assigned to him by
|
 
|
said commission, and bv the election of a secretary, not a mem-
|
 
|
ber of said commission, who shall be removable at pleasure
|
 
|

SEC. 2. And be it enacted. That said commission shall be
