2366. Provided, however, that the said Mayor and Alder-

tion by the Board of Aldermen, to make a re-valuation of all

the real and personal property within the taxable limits of
|

Frederick for the purpose of municipal taxation, and there-
|
|
 
|
upon the taxes hereinafter authorized shall be levied on such
|
|
 
|
new revised or changed valuation, and a right of appeal from
|
|
 
|
such assessment by the commissioners or assessors shall be
|
|
 
|
had to the Board of Aldermen, whose duty it shall be under
|
|
 
|
such terms as may be prescribed by the corporate authorities
|
|

to examine into the merits of such appeal, and their decision

in the premises shall be final, and the assessment so amended

and corrected shall be applicable to all taxes authorized under

the authority of the corporation but shall not be evidence of
|

valuation for purposes of State or county taxation ; and pro-

vided further, that no authority is given by this section to

impose taxes on any property which is now or may hereafter
|

be exempted from taxation by any special or general Act of
