County Commissioners of Somerset County to borrow money

on the credit of the county for the purpose of building of same,

and constructing therein the necessary vaults for the preserva-

Circuit Court, the County Commissioners and the Board of

School Commissioners, and to issue bonds for the payment of

same and to levy taxes on the assessable property of said county
