within sixty days after written notice thereof by personal ser-

vice on such owner or owners, or by mailing such notice to the
|
 
|
|
last known postoffice address of such owner or owners, then
|
 
|
|
the said Mayor and City Council have the power and authority
|
 
|
|
to proceed to make such improvements or repairs and assess
|
 
|
|
the costs thereof to the owner or owners of the abutting
|
 
|
|
property in proportion to the frontage of such property, such
|
 
|
|
assessment to be collected as municipal taxes are. collected by
|
 
|
|
law in said city; and the said Mayor and City Council are,
|

hereby given full power and authority to appoint, employ and

compensate all officers, agents, servants or employes that may,
|
 
|
|
in the exercise of their discretion, seem necessary or advisable
|
 
|
|
to carry into effect the provisions of this and the preceding or
|
 
|
|
any other section of the charter of said Ocean City.
|
 
|
|
8C. The Mayor and City Council of Ocean City shall have
|
 
|
|
the power and authority to provide for the. entering into and:
|

examination of all dwelling lots, yards, enclosures and build-
|

buildings,
|
|
ings to ascertain their condition for health, cleanliness and
|
etc., for the
|
|
safety, for the taking down and removing of buildings, walls,
|
health of the
people.

|
structures or superstructures which may become dangerous,
|
 
|
|
or to require owners to remove them or put them in a safe and
|
 
|
|
sound condition at their own expense; to regulate the build-
|
 
|
|
ing and maintenance of party walls, smoke flues, fireplaces,
|
 
|
|
chimneys, hot-air flues, smoke-stacks and stovepipes; to pro-
|
 
|
|
vide for and regulate the safe construction, inspection and re-
|
 
|
|
pairs of all private and public buildings within the city ; to reg-
|
 
|
|
ulate the height, construction and inspection of all new build-
|
 
|
|
ings hereafter erected in said city, and the inspection and re-
|
 
|
|
pairs of any buildings already erected.
|
 
|
|
8D. They may annually levy a tax for the expense of the:

corporation upon the taxable property, real and personal, with-

in the town limits, except public and private securities and

|
book accounts; and the same shall be collected by a collector
|
 
|
|
appointed for the purpose, whose compensation for collecting
|
 
|
|
said taxes shall not exceed five per centum and who shall
|
 
|
|
give bond to such amount as they shall prescribe, with sureties
|
 
|
|
to be approved by them, and hold his office during the term of
|
 
|
|
two years, unless sooner removed by the Mayor; and the said
|
 
|
|
collector in collecting the said taxes shall have full power to
|
 
|
|
distrain for the same and proceed in such collection in the same
|
 
|
|
manner that the collectors of taxes for Worcester County
|
 
|
|
now do.
|
 
|
|
12. It shall be the duty of the Mayor and City Council of
|

sued in Worcester County an itemized statement of the ex-
|
lished.
