SEC. 14. And be it. enacted, That this Act shall take "effect

 

from the date of its passage.

of Baltimore," of the Code of Public Local Laws of Mary-

 

land, as enacted by Chapter 123 of the Acts of the General

 

Assembly of Maryland, passed at the January Session in

 

the year 1898 ; also to repeal Section 8 of said Article, sub-

 

title "Franchises," and to re-enact said paragraph and said

 

Section 8 with amendments.
