331 State of Maryland Minutes of 1940 Proceedings of electors of President and Vice President of the United States of America in and for the State of Maryland. At noon on Monday, December 16, 1940, the Electors of the State of Maryland for President and Vice President of the United States, assembled in the State House at Annapolis. There were present: Miss Lena H. Riggin, Mrs. M. Alice Conoles, L. Atwood Bennett, Joseph P. Healy, Marion A. Tiginski, Eugene H. Beer was selected as Chairman and Joseph P. Healy as Vice Chairman. The following certificate in sextuplicate was received from Governor Herbert R. O'Conor of Maryland: Executive Department Annapolis, Maryland. I, Herbert R. O'Conor, Governor of the State of Maryland, do hereby certify to Honorable Cordell Hull Secretary of State of the United States, in accordance with the provisions of an Act of the Congress of the United States, approved June 5, 1934, as follows: " The Electors of President and Vice President of each State shall meet and give their votes on the first Monday after the second Wednesday in December next following their appointment at such place in each State as the legislature of such State shall direct; (48 Stat. 879) that the final ascertainment of the result of the election for Presidential Electors of the State of Maryland held on this State on the 5th day of November, 1940, a copy of which ascertainment is on file in the office of the Governor of the State of Maryland, show that; Miss Lena H.
