W. Simmons, Secretary of the State, appeared and presented
the following message:



                            The State of Maryland
                              Executive Department.

        I. Emerson C. Harrington, Governor of the State of Maryland
and having control of the Great Seal thereof, do hereby certify, that
the following is a full, true and correct copy of my Proclamation
declaring the Election of Electors of President and Vice President
of the United States for the State of Maryland, as required by
the Act of Congress approved February 3rd, 1887.
        In Testimony Whereof, I have hereunto set my hand and
have caused to be hereto affixed the Great Seal of the State of
Maryland at Annapolis, Maryland this 3rd day of January,
in the year one thousand nine hundred and Seventeen.

            Governor's Proclamation Declaring The Election of
                Electors of President and Vice President.
        I, Emerson C. Harrington, Governor of the State of Maryland,
in pursuance of Section 3 of the Act of Congress, approved
February 3rd, 1887, do hereby certify that from a certified copy
of the Declaration of the Result of an election held in the State
of Maryland on Tuesday, November 7th, 1916, for eight Electors
of President and Vice President of the United States made by
the State Board of Commissioners in accordance with law and
filed with me by the Secretary of State as required by the laws
of Maryland, it appears that:
