                                Annapolis, Md Jan. 11th 1909.
        Upon the assembling of the Electors, Lawrence B.
Towers presented the following letter from Albert G. Towers
one of the Electors from Maryland for President and Vice
President of the United States, for the term beginning on
and after 3rd of March next ensuing.

        " Hon. N. W. Williams,
                        Secretary of State,
                                    Annapolis, Md.
        My dear Sir:
                    I am confined to my bed with rheumatism
and unable to attend the meeting of the Electors of the
President and Vice President to be held in Annapolis on
the 11th inst.  I enclose certificate from my physician to
this effect.
                    I entertain the hope that the vacancy
may be filed by the appointment of my brother Mr.
Lawrence B. Towers, who will hand you this letter.
                    Regretting my inability to be present in
person.
I beg to remain,
                        Very respectfully,
                                            (Signed) Albert G. Towers.

            Accompanying the letter from Albert G. Towers
was the following certificate from F. N. Nichols, Md.

            " Hon. N. W. Williams,
                                Secretary of State,
            Dear Sir:
                                This is to certify that Mr. Albert G. Towers
is confined to his bed with rheumatism.
                                        Very respectfully,
                                (Signed) F. N. Nichols, M. D."

            Thereupon Mr. Robinson nominated Mr. Lawrence B.
Towers to fill the vacancy caused by Mr. Albert G. Towers absence
who was unanimously declared by the College as an Elector
for President and Vice President of the United States, and
qualified by taking the oath required by the Constitution.
