On motion of Mr. Schriver
James W. Owens was elected Secretary to the College

On motion of Mr. Brown it was ordered that a
Committee of three be appointed to wait on the Governor
and inform him that the College was organized and to
ask if he had any communication to make to it.

    The Chair appointed Messrs Bonaparte, Williams and
    Schriver who waited on the Governor and reported that
they had performed the duty imposed on them, and that they
were informed by the Governor that he would forthwith send
a communication to the College.

Thereupon the Honorable Oswald Tilghman, Secretary of
State appeared and delivered the following Communication
from the Executive.

                        The State of Maryland
                                            Executive Department

    To the Electors of President and Vice President of the
United States, assembled, greeting

I Edwin Warfield Governor of the State of Maryland in
pursuance of the provisions of Section 30 of the Act of
Congress approved, February 3rd 1887, do hereby certify,
that from a certified copy of a Certificate of determination
of the results of an election for eight Electors of President
and Vice President of the United States held in this state
on Tuesday the eighth day of November 1904, made by the
State Board of Canvassers of the State of Maryland, and
filed with me by the Secretary of State, as required by
law, it appears that
