144 due form by the Secretary and Signed and Sealed by the Electors. Whereupon the President delivered it with the (third) other certificate to Hon. Philip D. Laird with the direction to convey it with all convenient dispatch before the first Wednesday in January next ensuing to the President of the Senate of the United States at Washington, and in the event of there being no President of the Senate as aforesaid for him to deposit the same safely in the office of the Secretary of State at Washington. On motion of Mr. Buchanan the Secretary was directed to record the proceedings. On motion of Mr. Bradford, a vote of thanks was tendered the President for the dignified and courteous manner in which he had discharged the duties of his office.
