Coolidge, the first New Englander elected
since Pierce, held to the policy that govern-
ment that governs least, governs best. He re-
stored dignity to the White House; had dif-
ficulty with Congress and did not choose to
run in 1928. Actually, he hoped to be
drafted, was not.
