this state, shall pass such laws as congress shall accept as a substantial
compliance with that part of the said resolve which relates to
establishing permanent funds for the payment of fifteen hundred thousand
dollars annually; and the said tax and assessment shall be annually collected
for twenty-five years thereafter, and shall every year, before the first
day of November, be paid to the treasurer of the western shore, and shall
be by him kept separate and apart from all other public money, and one
hundred and forty-one thousand five hundred and seventeen dollars, produced
by the said tax or assessment annually, shall be and hereby are inviolably
appropriated to comply with the above resolve of congress, and
shall be by the said treasure paid to such officer or person as congress
shall appoint to receive the same, on or before the first day of December
annually; and in case the said tax shall not be sufficient to pay annually
as aforesaid the sum of one hundred and forty-one thousand five hundred
and seventeen dollars, required of this state by the said resolve, then and
in such case the deficiency shall be made good, and paid out of the annual
supplies raised for the support of this government.

CHAP.
LXXXII.

    III.  And be it enacted, That the said tax or assessment hereby granted
to congress, shall be collected in the same manner as the tax or assessment
for the support of this government may be collected, and if at any time
during the said term of twenty-five years there should be no annual assessment
for support of this government, then the said tax or assessment hereby
imposed and granted to congress, shall be made upon the worth of all
property in this state, as ascertained by the assessment of property in the
state in the year next preceding the time that such assessment for support
of this government shall cease, and shall be collected by collectors in
the several counties to be appointed by the governor and council, according
to the regulations in the last preceding assessment law.

collected, &c.
    IV.  And be it enacted, That the above grant to congress is made for
the purpose of discharging the principal and interest of all debts contracted 
on the faith of the United States for supporting the late war with Great-Britain,
and for no other purpose.

    V.  And, whereas it will be some time before the above grant to congress
can take effect, and this legislature is desirous of making provision
for supplying the just quota of money of the state to the continental treasury,
Be it enacted, That an assessment of ten shillings current money
shall be and hereby is imposed on every hundred pounds worth of property
in this state, to be ascertained by the act to ascertain the value of the
land in the several counties of this state for the purpose of laying the public
assessment, and the act for the valuation of personal property within
this state; which said tax or assessment shall be collected at the same time,
and in the same manner, as the assessment imposed by the act to raise the
supplies for the year seventeen hundred and eighty-six is directed to be
collected, and shall, by the several collectors, be paid to the treasurers of
the respective shores on or before the first day of November next, and
shall by such treasurers be kept separate and apart from all other monies;
and out of the money collected in consequence of this assessment, and from
the duties in this state, the sum of ninety-four thousand three hundred
and fifty dollars, n specie, shall be paid to such officer or person as the
United States in congress assembled, or any board or person under their
authority, shall empower or order to receive the same.
