II. Be it enacted,
That the twelve and six-penny and six and three-penny tax
on every foot front of improved and unimproved lots, shall be assessed
and collected
but once; that the per centum upon all assessed property shall be
levied only
for and during the space of seven years, or till the year seventeen hundred
and
ninety inclusive, beginning with the year seventeen hundred and eighty-three;
and the other taxes as shall be hereafter directed. |

III. And,
for the futherance and due execution of this act, Be
it enacted,
That the special commissioners have the same powers over the vendue master
for
Baltimore as the town commissioners, and hereby have authority to compel
a settlement
of his accounts quarterly, half yearly, or yearly, and to receive that
part
of his commission on the sale of all condemned merchandise or other property,
and all other goods, estates or commodities, sold by said vendue master,
in virtue
of his office and appointment. |

IV. Be it enacted,
That the special commissioners be and are hereby empowered
to anticipate, by loan, on the aforesaid taxes, any sum not exceeding fifty
thousand pounds, and to mortgage the whole or any part of said taxes, for
the
payment of any part or the whole of such sum so borrowed. |

V. And be it
enacted, That each and all of the special commissioners shall
take an oath or affirmation before a magistrate, of the tenor and effect
following,
that is to say, " I, A. B. will well and truly cause the debts arising
by virtue of
" this act to be speedily adjusted, and the several sums of money hereby
imposed
" to be duly collected and applied to the purposes by this act intended,
and to no
" other purpose, and that I will faithfully discharge the office of commissioner
to
" the best of my skill and ability." |

VI. And be it
enacted, That the special commissioners, or a majority of them,
do, from time to time, or as often as there may be occasion, meet and consult
together, respecting what streets or parts of streets, what lanes or alleys,
are to be
paved; respecting the best method and manner of paving and keeping clean
such
of the streets, and public lanes and alleys, of the said town, as are within
the
inhabited and settled parts thereof; and of amending, building or repairing,
the bridges; and of amending or repairing the common sewers of said town,
made, or that may be made, for discharging and carrying off the water into
the river or bason; and of making, amending and repairing, the public streets,
roads and highways, within the said town, leading from any of the public
roads
in the country to the paved and regulated parts of the said streets; and
to contract
with any person or persons for all materials for the purposes aforesaid,
and
with such and as many workmen as they shall judge necessary to be employed
from time to time, in and about the premises; and to agree on, execute
and perform,
every other act, matter and thing, which to them shall appear necessary
for the fulfilment of said act. |

VII. And be
it enacted, That the special commissioners shall have full power
and authority to enter upon the lots, grounds and possessions, of any person
or
persons, bodies politic or corporate, through which the common sewers run,
or
ought to run, to regulate, make, or repair the same; provided that no common
sewer or water-course to be laid out, shall be regulated so as to run through
any
lot of ground belonging to any private person or persons, unless the same
shall be
agreed to, and approved of, by a majority of the said special commissioners;
and
in every such case, that the damages sustained, or to be sustained, by
reason
thereof, by such private owner or owners, shall be valued and appraised
by two
indifferent persons, one of them to be chosen by the said special commissioners,
and the other by such owner or owners; and also that the said damages shall
be
paid to such owner out of the monies arising by virtue of this act. |

VIII. And be
it enacted, That if any person or persons shall wilfully stop up
or obstruct the passage of the waters of any of the common sewers, made
or to
be made, he or they, so offending, shall forfeit and pay, for every such
offence,
any sum not exceeding the sum of twenty-five pounds. |
