1780.                                 LAWS of MARYLAND.

                                            CHAP. XV.
An ACT for the relief of William Merrick, late collector of the assessment in
                                            Kent county.

                                            CHAP. XVI.
An ACT for the speedy conveyance of public letters and packets, and for other
                                               purposes.

    To continue one year, &c.  The same continuance by the act of November, 1781, ch. 7, and for
three years by the act of November, 1782, ch. 32.  Expired.

                                            CHAP. XVII.
An ACT to establish the allowance of witnesses and fees to constables.
Allowance to
witnesses and
constables.
    BE it enacted, by the general assembly of Maryland, That every witness attending
the general court shall be allowed eighty pounds of tobacco for
every day such witness shall attend, besides itinerant charges; that each
witness attending the county, orphans, or other court, shall be allowed forty
pounds of tobacco per day, besides itinerant charges, where they come from other
counties; and that each constable shall be allowed twenty pounds of tobacco for
every warrant, and ten pounds of tobacco for every summons, by him served.
How to be 
paid.
    II.  And be it enacted, That the said allowance shall be paid and discharged in
tobacco, or specie, valuing Spanish dollars at seven shillings and six-pence each,
and gold and silver in proportion, at the rate of twelve shillings and
six-pence per hundred, or in new bills at their passing value, or any of them;
which said value shall be ascertained and fixed by the judge or justices before whom
such allowance shall accrue and become due.
                                            CHAP. XVIII.
        An ACT to establish the allowance of justices and jurymen.
Allowance to 
justices.
    BE it enacted, by the general assembly of Maryland, That from and after this
present session of assembly, each justice attending the county or orphans
court shall be allowed eighty pounds of tobacco per day, for every day such
justice shall attend the said courts respectively.
To jurymen.     II.  And be it enacted, That each juryman attending the general court shall be
allowed eighty pounds of tobacco for every day he shall attend, besides itinerant
charges; that each juryman attending the county, orphan, or any other court,
shall be allowed forty pounds of tobacco for every day he shall attend the said
courts respectively.
How to be

    III.  And be it enacted, That the said allowance shall be paid and discharged in

                                            CHAP. XIX.
        An ACT to revive actions and process in the court of appeals.

    The proceedings are to be in the same state, on the first Tuesday in May next, as they were on the
third Tuesday in June last; and they may be further continued until the first Tuesday in October next.

                                            CHAP. XX.
An ACT to encourage the importation and manufacturing of salt within this
                                                  state.

    By allowing certain bounties for importing and manufacturing the same between certain periods.  This
act likewise prohibits, by heavy penalties, the exportation of any salt, on which the bounty has been paid,
before the bounty be refunded.

                                            CHAP. XXI.
An ACT to prevent frauds and abuses in the collection of the public taxes, and
                    to extend the time of payment of the tobacco tax.

    This act obliges collectors to account on oath, and does not allow them to pay into the treasury any
thing which they shall not receive from the people.  It extends, likewise, the time of paying tobacco, and
contains the following provision:
