XXIII. And be
it enacted, That the money shall be paid immediately on the
service done, at the rate herein before specified, and the registers in
chancery and
court of admiralty respectively shall, every half year, pay the same to
the treasurer
of the western shore, for the use of the public, and shall annually lay
before the
general assembly a fair account of their receipts, and shall be allowed
a commission
of ten per cent. in full for their trouble and service in the execution
of this act. |

XXIV. This act to continue until the first
day of November next, and until
the end of the next session which shall happen thereafter.
Continued for one year, &c. by
the act of October, 1780, ch. 23, which continuing act is itself continued

&c. by the act of November, 1782, ch. 32. The act of November,
1783, not attending to the last continuance,
has enacted that the said continuing act be revived for one year, &c.
and the act of 1784, ch.
83, continues it for three years, &c. |

An ACT for the relief of William Whetcroft, of the
city of Annapolis. PR. |

CHAP. XXVIII.
An ACT to empower the governor and council to sell the public property
therein mentioned.
Viz. all the state gallies, and the
naval and military stores, at their discretion, only reserving enough
for the use of the militia; likewise all the saltpetre, saltpans, kettles,
and other utensils for manufacturing
salt, or saltpetre; also such of the horses, waggons, harness, and geers,
as they shall think proper.
They are empowered, likewise, to pay off and discharge
the officers, mariners and marines, the two
quarter-masters, the surgeon, the paymaster, and the manager of the state
tanyard, which yard they may either
sell or appoint a person to carry on, under their control. They are
requested to incorporate the
matrosses, now in service of the state, with those sent from it to the
army, to be on the same footing
with respect to pay, &c. and they are further requested to appoint
persons to take care of such cannon
and military stores as they may think proper to reserve. |

CHAP. XXIX.
An ACT to appoint commissioners to state and settle
the public accounts.
These commissioners, being three in
number, had most extraordinary powers and duties. They were
to examine the accounts and proceedings of the auditors-general, commissaries,
commissioners of the
loan-office, and quarter-master; to call on the executive for the proceedings
of the council of safety,
and of the late governor and council; to call to account the commissioners
and collectors of the tax, and
all persons generally, to whom money had been advanced, before the appointment
of the present executive;
to send for persons, papers, and records; to inquire into all public contracts
for manufactures;
to cause suits to be brought for breach thereof, or, with the approbation
of the executive, to compromise
them; to order suits for all balances appearing due, after giving notice
to the debtors; and, lastly, to
report their proceedings to the next general assembly. Any two might
execute these powers. They
might likewise appoint a clerk and door-keeper. And all sheriffs,
and other officers, were bound, under
the penalty of £. 500, to obey their orders. However, the duration
of this act was limited to the first
day of November, &c. beyond which it was not continued. |
