Quarterly, first and fourth, paly of six or and sable,

argent and gules, a cross bottony counterchanged ;

Crest (which is placed upon a helmet, showing five
|

bars, over a Count-palatine's coronet) on a ducal
|
 
|
coronet proper, two pennons, dexter or, the other
|
 
|
sable; staves gules; motto " Fatti maschii, parole
|
 
|
femine;" supporters,, a plowman and a fisherman
|
 
|
proper; a mantle doubled with ermine, surrounding
|
 
|
the arms and supporters. Upon a border encircling
|
 
|
the seal, shall be engraven this legend, " Scuto bonae
|
 
|
voluntatis tuse coronasti nos." The diameter of the
|
 
|
seal shall be three inches.

Resolved by the General Assembly of Maryland, That
|
Demonstrated
|
the expenditure of two appropriations heretofore
|
 
|
made by the Congress of the United States, for the
|
 
|
improvement of navigation in the Susquehanna
|
 
|
River; in the erection of two "Deflectors" across
|
 
|
the Eastern Channel of said river, both of which
|
 
|
have been swept away by the action of the water
|
 
|
and ice, has demonstrated that the construction of a
|
 
|
" Deflector " across said channel, while it will de-
|
 
|
stroy that channel for the purpose of navigation,
|
 
|
will not deepen to any appreciable extent the West-
|
 
|
ern Channel, and will injuriously affect many citi-
|
 
|
zens residing on the banks of said river, by causing
|
 
|
the ice to gorge at the mouth thereof, thereby flood-
|
 
|
ing the adjacent lands, endangering the towns of
|
 
|
Port Deposit and Havre-de-Grace, and destroying
|
 
|
an immense amount of property.

|
Resolved, That the Senators from the State of
|
Be instructed
|
Maryland in the Congress of the United States are
|
and requested
|
instructed, and the Representatives of the State of
|
 
|
Maryland in the Congress of the United States, are
|
 
|
hereby requested, to vote and exert their influence
|
 
|
to have the appropriation recommended by the War
|
|
|
