of said bridge shall advertise for proposals for the building of the same, for three successive weeks, in some newspaper of general circulation in the county, and which shall be published at least once a week, and by hand-bills posted at suitable places; said proposals to be delivered sealed, and at the expiration of said period of advertisement; the aforesaid county commissioners shall open and examine said proposals, and award the contract to the lowest responsible bidder or bidders, and if the person or persons who shall be awarded the contract for the building of the f aid bridge, shall fail to comply with all the requirements and specifications of the same,

the said county commissioners shall have the power to reject his or their work, or make such abatement from the price as shall be just and proper.

SEC. 7. And be it enacted, That for the erection, construction and completion of aforesaid bridge, the County Commissioners of Anne Arundel county be, and they are hereby authorized, and directed to levy and collect on the assessable property of said county, in such manner and at such time or times as they may deem best, a sum of money, not exceeding the sum of forty thousand dollars, sufficient for the building of said bridge, a portion thereof, at least, to

be levied at their next levy term; provided, that the county commissioners shall levy no more than eight thousand dollars any one year.

SEC. 8. And be it enacted, That this act shall take effect from the date of its passage.
