space of six months, and twelve months in the State, next preceding the election, shall on the first Monday in May annually, at such place as shall be designated by the president and commissioners by a notice to be put up in at least five of the most public places in said town at least one week before the day of election, elect by ballot five judicious and discreet persons, citizens of the United States, who shall have resided within the limits of said town for at least twelve months next preceding the election, as com-missioners of said town; the persons thus elected as commissioners shall within one month after their

Proviso.

39. All such elections shall be held and conducted as shall from time to time be directed by the by-laws of the corporation not inconsistent with the provisions of this article.
