furnished by such person or corporation; and if the said Cumberland and Pennsylvania Railroad Company shall fail, neglect, or refuse to furnish on demand, motive power for the transportation of such cars as may be so furnished by any person or corporation, to the point or points where such cars are needed, or for the transportation of coal therein as herein provided, such person or corporation may then and thereafter supply the motive power needed for the transportation of said cars, whether loaded or unloaded, to the point or points where such cars are needed or destined on the said railway or railways, and the said motive power and cars shall be permitted to be -used on said railway or railways or any part thereof upon the usual schedule time and under the regulations governing the use of the motive power and cars of the said Cumberland and Pennsylvania Railroad Company; and every person or corporation so furnishing cars and motive power for the transportation of his or its coal over said railway or railways, or any part thereof, shall be en-

titled to and shall be allowed an abatement from the rates of tolls and transportation herein provided, at the rate of three-fourths of one cent per ton per mile for every ton of coal transported in cars and by motive power so furnished by such person or corporation.

SEC. 2. And be it enacted, That this act shall take effect from and after the date of its passage.
