meeting of the board of directors, a majority thereof
shall constitute a quorum.
SEC. 4. And be it enacted, That until the first elec-
tion hereafter, by the stockholders, shall take place
on the first Wednesday in May instead of the first
Monday in December, as prescribed by the original
charter, and the officers then elected shall have qual-
ified, Benjamin T. Biggs shall be president, Patrick
H. Irwin, treasurer, and Charles W. Leavitt, Edw'd
Ingersoll, John B. Boyle, Charles B. Roberts, John
Kearney, James E. Taylor, and Joseph Bringhurst,
directors of the said company as reorganized.

CHAPTER 176.

AN ACT to provide for cleaning out the harbor and
basin, and docks of the City of Baltimore, and for
the permanent removal of the causes whereby the
waters of the said harbor and basin have been
polluted; and to authorize the Mayor and City
Council of Baltimore to issue bonds to the amount
of one million of dollars to defray expenses of said
work.

WHEREAS, it has been represented to the General
Assembly that the sewage of the City of Baltimore
has been for many years discharged into the waters
of the harbor thereof, and that the said waters have
thereby become so polluted as to endanger the health
of the good people of said city as well as of others re-
sorting thereto for business or pleasure.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and City Council of Bal-
timore are hereby authorized and required, as soon
as possible, to cause all that part of the harbor known
