and Senate, and are settled by the Chairmen of said Com-
mittee, giving certificates which are .payed by warrants from
the Comptroller of the State ; and no member of said Joint
Printing Committee, either members or chairman thereof, is
interested in said accounts. >
As to whether any member of this General Assembly is
interested directly or indirectly, in the printing contract for
the present Session, there is a difference ol opinion, a major-
ity of the Committee believing no member to be interested,
directly or indirectly, and a minority of the Committee be-
lieving the contrary. All the testimony taken in the case is
herewith returned and made a part of this report, although
in the opinion of the majority of the Committee, much of it
would be inadmissable in a Court of Law or Equity. Your
Committee respectfully ask to be discharged from the further
consideration of the subject.

The bill, entitled an Act to regulate the hours of labor,
for persons under the age of sixteen years employed in the
Cotton or Woolen Factories of Maryland,
Being upon a second reading,
Mr. McCosker submitted the following amendments :
AMENDMENTS PROPOSED.
Strike out section 2, and insert the following in lieu thereof:
SEC. 2. And be it enacted, That any owners, owner, or
manager, who will permit or require any person, under the
age of sixteen years, to be employed for a longer period than
