1872.] OF THE HOUSE OF DELEGATES. 939 and Senate, and are settled by the Chairmen of said Com- mittee, giving certificates which are .payed by warrants from the Comptroller of the State ; and no member of said Joint Printing Committee, either members or chairman thereof, is interested in said accounts. > As to whether any member of this General Assembly is interested directly or indirectly, in the printing contract for the present Session, there is a difference ol opinion, a major- ity of the Committee believing no member to be interested, directly or indirectly, and a minority of the Committee be- lieving the contrary. All the testimony taken in the case is herewith returned and made a part of this report, although in the opinion of the majority of the Committee, much of it would be inadmissable in a Court of Law or Equity.
