That so much of said message, as relates to the State Live
Stock Scales, be referred to the Committee on Inspections.
That so much of said message, as relates to the State Li-
brary, be referred to the Committee on the Library.
That so much of said message, as relates to the Oyster,
Fish and Wild Fowl Laws, be referred to the Committee on
the Chesapeake Bay and its Tributaries.
That BO much of said message, as relates to the subject of
Insurance, be referred to the Committee on Ways and Means.
That so much of said message, as relates to the subject of
Vaccination, be referred to a Special Committee.
That so much of said message, as relates to the Appoint-
ment of Delegates to the General Assembly, be referred to.
the Committee on Elections.
That so much of said message, as relates to the War Claim
of the State against the United States, the Federal Revenue
tax upon distributions and successions, the Ku-Klux Act of
Congress, Federal interference at State Elections, be referred
to the Committee on Federal Relations.
That so much of said message, as relates to the State House
and Grounds, be referred to the Committee on Public Build-
ibga.
Which was adopted.
The Speaker appointed the following Special Committees
recommended by the foregoing report:
Select Committee on Vaccination—Messrs. Hardcastle, Du-
vU, Sparrow, Chaisty and Eareckson.
Select Committee to Adjust the Boundary Lines between
Maryland and Virginia—Messrs. Smith, Griswold, Linthi-cum, dark, of Baltimore city, and Streett.
Mr. Banks, Chairman a of Select Committee, reported fa-
vorably a bill, entitled an Act to repeal section 59, Act of
Assembly passed at the January Session, 1868, chapter 328,
entitled an Act to provide for the collection of taxes in Bal-
timore county, and to enact the following section in lieu
thereof.
Which was read a first time.
Mr, Banks moved that the bill be read a second time this
day, as prescribed by the Constitution, section 27, Article;!!!,
the yeas and nays were called, and appeared as follows :
