or to make such entries, or to hand over the same as
herein directed, said agent so offending shall be
guilty of a misdemeanor and shall, upon conviction
thereof before any Justice of the Peace of the county
or city of Baltimore, as the case may be, be fined not
less than fifty dollars nor more than one hundred
dollars, one-half to the State and the other to the in-
former, and shall stand committed until the fine and
costs are paid.
SEC. 10. And be it farther enacted, That the Comp-
troller of the Treasury may examine, on oath, any
cashier or other principal officer or agent of any such
company or association, or may cause the same to be
examine, on oath, touching the duties of the said
agent, or the business of the said company or asso-
ciation, or the earnings or receipts of the same;
and any such agent refusing to be sworn or to tes-
tify his knowledge in the premises, when called on
so to do as aforesaid, shall be deemed guilty of a
misdemeanor, and shall, upon conviction before a
Justice of the Peace, be fined not exceeding twenty-
five dollars and costs.
SEC. 11. And be it enacted. That the charter and
all other authority by which any telegraph company
now or which may hereafter be erected in this State
is authorized to do the business of telegraphing, shall
be recorded in the clerk's office of the Circuit Court
of the several counties in which a telegraph line or
lines may be erected, and all sales, transfers, and
assignments of any and every telegraph standing or
erected in this State, shall be recorded within sixty
days after the transfer or assignment is made, in the
same manner and place or places as their charter
and other authority are required by this Act to be
recorded; and any failure, neglect or refusal to comply
with the requirements of this section, by any tele-
graph company doing telegraph business in this
State, shall debar such company from any and all
actions at law for any injury or damages done to any
poles or wires erected or set up in tins State.
SEC. 12, And be it enacted. That no plea of limitation
shall be valid and of no effect in any court of law in this
State, in bar to any tresspass or damage committed
