the following message from hid Excellency, the Governor :

EXECUTIVE DEPARTMENT, '>
Annapolis, Jan. 9, 1872. )
Gentlemen of the General Assembly :
I submit the accompanying communication from his Ex-
cellency, the Governor of Pennsylvania, and inform you that,
upon my recommendation, the President of the United States
has appointed Wm. Prescott Smith and John W. Davis the
National. Commissioners from Mainland.
I suggest the passage of a resolution authorizing the ap-
pointment of State Commissioners by the incoming Governor.
