its archives from his predecessor in office, who re-
fused to surrender said office on the ground that his
term had not expired.
SEC. 2. And be it enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 278.
AN ACT to authorize the County Commissioners
of Washington county to borrow money, on the
credit of the county for the purpose of erecting a
court house, to issue bonds for the payment of the
same, and to levy taxes on the assessable property
of the county to redeem said bonds, and to pay the
interest thereon.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Wash-
ington county be and they are hereby authorized
and empowered to contract for and superintend the
building of a court house, with all the necessary of-
fices, upon the site and grounds in the town of
Hagerstown, in Washington county, whereon the
court house recently destroyed by fire stood, and
furnishing the said court house and offices when so
constructed with all the necessary cases and furni-
ture for the accommodation of the courts to be held
in said building for said county, members of the bar
and public officers, and with such other things as
their convenience may require; and for the purpose
of paying for said court house, the said County Com-
missioners are hereby authorized to borrow on the
credit of said county, and, if necessary, to issue
coupon bonds therefor in sums not less than one
hundred dollars, nor more than five thousand dol-
lars, to be signed by the President of the Board of
County Commissioners, bearing interest, payable
