SEC. 2. And be it enacted, That this law shall be
published in two newspapers, published in the City
of Cumberland, and by hand bills stuck up at the
prominent places throughout the city, for at least ten
days before any other steps or proceedings thereunder
shall be had or taken.
SEC. 3. And be it enacted, That the Mayor and
Council men of the City of Cumberland, before they
shall issue any of the bonds, provided for in the first
section of tills Act, shall first give notice to the legal
voters of the said city of an election to be held, on
some day to be specified in said notice, at which said
election, to be held in the manner prescribed by law
for the election of Mayor and Councilmen, the legal
voters of the City of Cumberland shall declare their
approval or disapproval of this law, by depositing
ballots, with the words "For the issuing of the bonds,"
or " Against the issuing of the bonds," thereon
written, or printed on white paper.
SEC. 4. And be it enacted. That if a majority of the
ballots so cast shall be " For the issuing of the bonds,"
then, and only in that case shall the Mayor and Coun-
cilmen proceed to execute this law, but in case a
majority of the ballots so cast shall he " Against the
issuing of the bonds " then this law shall be null and
void, and of no effect.
SEC. 5. And be it enacted, That the notice of the
time of the place of holding such election, shall he
given at the same time and accompanying the publi-
cation of this law, as provided for in section second
of this Act.
SEC. 6. And be it enacted. That all proceedings and
acts, had or done under this law, shall be entered in
full, and at large, on the Journal or minutes of pro-
ceedings of the said Mayor and Councilmen of the
said City of Cumberland,
SEC. 3. And be it enacted. That this Act shall take
effect from the date of its passage.
