Mr. Stone, Chairman of the Select Committee on that
subject, submitted the following :
REPORT.
' To the House of Delegates:
The report of the undersigned, a majority of the Com-
mittee appointed by your Honorable Body by a Joint Resolu-
tion heretofore passed, directing a Special Committee to
examine and cancel certain coupons in said resolutions men-
tioned, respectfully report :
That upon examination of the office of the Treasurer, they
found there a very large number of coupons other than those
mentioned in the said resolution, unrecorded and not can-
celled or burned. That, in fact, no paid coupons appear to
have been recorded or burned since the year 1858.
That upon examination of the law relative to coupons that
have been paid, section 24, Article XCIV. of the Code of
Public General Laws, the Legislature seems to have intended
that the Treasurer and Comptroller should examine, record
and burn all such coupons, but it also appears to your Com-
mittee, that the section referred to is defective in not specify-
ing which of said officers should record such coupons, and
