Gentlemen of the Senate: f We have received your message, non-concurring in our message of the 9th inst., proposing the appointment of a Joint Committee to visit and examine into the affairs of the Maryland Penitentiary; and proposing the appointment of a Joint Select Committee of five, two on the part of the Senate, and three on the part of the House, to visit the House of Re- fuge and Maryland Penitentiary, and to examine into their condition; and, also to examine into the condition of the pris- oners, and recommend to the Governor meritorious cases for Executive clemency, and concur therein. We have appointed on the part of the Souse Messrs. Coop- er, Riley and Banks. By order, MILTON Y. KIDD, Chief Clerk. Which was read, assented to, and sent to the Senate. Also, returned the following bills : The bill, entitled an Act regulating fences in Wicomico County, Endorsed, "Passed by yeas and nays." Also, The bill, entitled an Act authorizing the County Commis- sioners of Frederick county, to subscribe to the capital stock of the Liberty and Frederick Turnpike Road Company, of Frederick county Endorsed, "Passed by yeas and nays." Also, The bill, entitled an Act to amend the charter of the Manor Mining and Manufacturing Company, passed January Session, 1853, chapter 166, Endorsed, "Passed by yeas and nays." Also, delivered the following bills, severally endorsed, "Passed by yeas and nays : " A bill, entitled an Act to incorporate the Maryland Jockey Club. Which was read a first time and referred to the Committee on Corporations. |
