Richardson and thirty-three others, citizens of Frederick county, asking the repeal of the Act of 1870, and providing for the election of County School Commissioners and District- Trustees by the people. Which was read and referred to the Committee on Educa- tion. Mr. Claggett presented the petition of the Members of the Bar, of Washington county, praying that the State Librarian may be authorized to furnish, lor the use of (lie Court and Bar of that county, the Maryland Reports and other books. Which was read and referred to Messrs. Claggett, Stephenson, and Crawford. The Chair presented the petition of Rachel Kenneday find others, praying for a pension. Which was read and referred to the Committee on Pensions. On motion by Mr. Steiner, Leave was granted to the Committee on Education to pre- pare and report a bill, entitled an Act to repeal sections 2 and 3, of chapter II, and chapter XVIII, of an Act passed at the January Session, 1870, chapter 311, entitled 'An Act to re- peal an Act passed at the January Session of 1868, entitled Public Education, providing a general system of Free Public Schools for the Mate of Maryland, and to repeal all laws in- consistent therewith, and to re-enact the same with amend- ments," and to substitution lieu of sections second and third, chapter II, and of chapter XVIII, the following, making the Boards of County School Commissioners and of District School Commissioners elective by the people, and granting additional facilities for the education of colored youth. On motion by Mr. Timmons, Leave was granted to the Committee on Finance, to pre- pare and report a bill, to release the secureties of Charles Parker, Collector, of interest on the amount of taxes due for years 1866 and 1867. T. Sturgis Davis, Esq., Senator elect for Baltimore county, Appeared, qualified and took his seat. Senate bill, entitled an Act to repeal chapter 411, passed January Session, 1870, entitled an Act to add additional sec- tions to Article 69, of the Code of Public General Laws, enti- tled "Officers," Being upon its third reading, On motion by Mr. Fields, Said bill was ordered to lie over. |
