Valley Railroad Company, to charge a higher rate for trans-
portation and tolls of persons and freight, than is permitted
by section 13, of chapter 476, of the Acts of 1870, codified as
section 224, of Article XXVI. of the amended Code of Pub-
lic General Laws, title "Corporations," sub-title "Rail-
roads" under which Article said Company is incorporated,
