1872.] OF THE HOUSE OF DELEGATES. 1303 ed by the General Assembly of Maryland," strike out the balance of said section and insert the following : "That the County Commissioners of Washington county be, and they are hereby, authorized and empowered to con- tract for and superintend the building of a Court House with all the necessary offices, upon the site and grounds in the town of Hagerstown, in Washington county, whereon the Court House recently destroyed by fire stood; and furnishing the said Court House and offices when so constructed, with all the necessary cases; and further, for the accommodation of the Courts to be held in said building for said county, members of the bar and public officers, and with such other things as their convenience may require, and for the purpose of paying for said Court House, the said County Commis- sioners are hereby authorized to borrow on the credit of the county, and, if necessary, to issue coupon bonds therefor, in sums not less than one hundred dollars, nor more than five thousand dollars, to be signed by the President of the Board of County Commissioners, bearing interest, payable semi-annually on the 1st day of April and October respectively, said bonds to be sold by the said County Commissioners, and the proceeds applied to the payment of the expenses incurred in building a Court House, not exceeding seventy-five thou- sand dollars. Section 5, at the end of the 4th line, to the beginning of 5th line of the fifth section, strike out the words "from the bank." Section 6, alter the words, "Be it enacted in the sixth sec- tion," strike out the remainder of said "section," and insert as follows : "That the said County Commissioners shall, as speedily as possible, procure and adopt a plan and specifications for said building, and they shall invite sealed proposals by publica- tion for a reasonable time, for building the Court House and offices and furnishing the same, and the party or parties pro- posing to build the said Court House and offices, and the party or parties proposing to supply the furniture for the same shall present their proposals in sealed envelopes, to be deposited with said County Commissioners or their Clerk, which proposals shall set forth the amount of money for which he or they propose to do the work or supply the fur- niture, and good and sufficient security shall be taken by the said County Commissioners from the party or parties con- tracting to erect said building and offices, and from the party or parties contracting to furnish the same in the name of the County Commissioners for Washington county, as a security, for the faithful performance of such contract Of contracts that |
