Annapolis, March 2, 1870.
Gentlemen of the Senate :

We propose with the concurrence of your Honorable Body,
the appointment of a committee, consisting of three on the
part of the House, and two on the part of the Senate, to con-
fer upon the proposed Senate action, adopting an unfavor-
able report from Committee on Judicial Proceedings, upon
House bill entitled an Act to add an additional section to
Article twelve of the Code of Public Laws, entitled "Harford
