LAWS OF MARYLAND.

Oath of office

Sec. 10. And be it enacted, That every Commis-
sioner, before he proceeds to act as such, shall
make oath before some Justice of the Peace for
Caroline County that he will diligently and faith-
fully, according to the best of his skill and judg-
ment, perform the duties of Commissioner without
favor, partiality or prejudice, and a certificate of
such qualifications shall he returned by the said
Justice to the Commissioners, to be filed and re-
corded among their proceedings.

' Meetings.

Sec. 11. And be it enacted, That the said Com-
missioners shall meet at such place as they may
appoint, within said village, on the second Monday
of every month ensuing their election, and as
much oftener, by adjournment, as they shall deem
necessary.

Sec. 12. And be it enacted, That the said Com-
missioners shall, at their first meeting after their
election, elect a President of their Board, and ap-
point a Clerk, a Bailiff, a Treasurer and two As-
sessors of Taxes, whose duties and qualifications
shall be as is hereafter prescribed.

Sec. 13. And be it enacted, That the President
of said Board of Commissioners shall preside at
all meetings of the Commissioners, unless pre-
vented by sickness or other reasonable cause, in
which event the said Commissioners may select a
President pro tempore; he shall sign and cause to

Board of Commissioners, and shall countersign all
orders and drafts drawn by the clerks, under the
direction of the said Commissioners, on the Treas-
urer of said village.

Sec. 14. And be it enacted, That the Clerk shall
be appointed from among the citizens of said vil-
lage qualified to vote for Commissioners; he shall,
before entering upon his duties, make oath before
the said Commissioners, or any one of them, that
he will well and faithfully perform the duties of
his office as prescribed by this Article, or which
may be prescribed by any by-laws or ordinance of
said Commissioners, to the best of his skill and
judgment; he shall sign all drafts or . orders for
money drawn by the Commissioners on the Treas-
urer, and shall keep a record of the proceedings
