securing persons and property from violence, dan-
ger or destruction, for protecting the public and
city property, rights and privileges from waste or
encroachment, and for promoting and securing the
good government of the city.
Sec. 41. Before the Mayor, Counsellor and Al-
derman of the city of Annapolis shall pass any

ordinance to open, widen, streighten, extend, stop
up or discontinue any streets, lanes or alleys, or
any part thereof, in pursuance of the authority

herein delegated, at least thirty days' notice shall
he given before the passage of such ordinance, in
some newspaper or newspapers published in said
city, and before any street, lane or alley shall be
so opened, widened, straightened, extended, stopped
up or discontinued, in whole or in part, the pro-
prietors of lots, or any part or section of the streets,
lanes and alleys so to be opened, widened, straight-
ened, extended, stopped up or discontinued, in
whole or in part, whose property will be depre-
ciated by the act of the corporation, may apply to
any Justice of the Peace in said city, who is hereby
empowered, upon an affidavit of facts, to summon
a jury of twelve citizens, whose duty it shall be to

examine the premises and assess the damages sus-
tained by the complainant; the full value of such
assessment shall be paid or tendered to the com-
plainant, as hereinbefore provided, before the final
execution of such ordinance; and any Justice of
the Peace shall have the same power to summon a
jury for the assessment of benefits.

Sec. 49. The Mayor may take the acknowledg-
ment of any deed or instrument of writing re-
quired to be acknowledged, and receive therefor
the sum of fifty cents; all by-laws and ordinances
of the said corporation shall be signed by the
Mayor; the Mayor shall during the first ten days
in the month of January, of each and every year,
cause to be prepared and printed, for the informa-
tion of the citizens, a statement of the finances of
the said corporation; he may call upon any officer
of the city, entrusted with the receipt and expen-
diture of public money, for a statement of his
