LAWS OF MARYLAND.

Bailiff.

Sec. 12. And be it enacted, That the said Coun-
cil, or a majority of them, shall have power annu-
ally to appoint a bailiff or bailiffs, whose duty it
shall be to preserve the peace and good order of
said town, and for this purpose he or they are
hereby invested with the same power and authority
as any constable under the laws of this State, and
the said bailiff or bailiffs shall give bond, with
sufficient security, to the said Commissioners, for

the true and faithful performance of his duty as
such, which bond shall be liable, as constables
bonds are liable, to the laws of this State.

Quorum.

Sec. 13. And be it enacted, That three mem-
bers of the Board shall constitute a quorum for
the transaction of business, and neglect, or non-
use, shall not work a forfeiture of this charter.

Grade and
pave.

Sec. 14. And be it enacted, That the Mayor and
Common Council may grade and pave streets and
lay flag stones across the' same, and require the
owners of lots, in front of which such grading or
paving is to be done, to do the same at their own
expense.

Neglect.

Sec. 15. And be it enacted, That if any owner
of a lot shall neglect to pave the same for the
space of two months after notice has been given by
the Mayor, the Common Council may direct the
Mayor to cause the same to be done, and the ex-
pense thereof shall be a lien on such lots, and may
be recovered as other debts of like amount.

General police

Sec. 16. And be it enacted, That the Mayor and
Common Council may pass all ordinances neces-
sary for the good government and general police
of the town, and enforce the observance of such
ordinances by fines and penalties not exceeding
twenty dollars for any one offence.

Penalty.

Sec. 17. And be it enacted, That any Justice of
the Peace resident in said town, upon complaint
made before him of the violation of any ordinance
of the said corporation, shall issue process in the
name of the Mayor and Common Council to recover
the fine or penalty imposed for the violation of
such ordinance against the party offending, and
may hear and determine the matter as any case
arising under the laws of the State and shall re-
ceive the same fees therefor.
